Yes, topic maps are right up there with wikis but another solution for would be a system that works like wikipedia but has the ability to have participants comment on data elements and their properties. There is some work on semantic wiki’s going on (http://en.wikipedia.org/wiki/Semantic_Wiki) and you should be able to derive topic maps from some of these structures.
Please let me know if you have any other questions. Lots of these concepts I picked up from others at the 2004 and 2005 semantic technology conferences. You might also want to attend the next semantic technology conference in May ‘07 in San Jose. Beers on me!
